The meaning of "democracy" has changed over time and is often misused, especially by groups like communists who claim to offer "people's democracies," which do not actually resemble true democracies. This misuse makes it hard to understand what democracy really means. There are questions about who should be included as "members" of organizations seeking democratic input. For example, just because someone benefits from a service, like in a hospital or club, does not mean they should have a say in its management. Effective governance in areas like military operations or construction cannot always be democratic, as certain decisions need clear leadership.
The traditional concept of democracy, which emphasizes fairness and justice alongside majority rule, might require a new name to distinguish it from the term's current use. The term "demarchy" could be adopted to reflect an ideal where majority power comes with a commitment to justice, serving as a response to the growing disillusionment with current interpretations of democracy. This would help preserve the core values of democracy by avoiding confusion from its abuses.
